Alexander Presentations by developers have just been completed on proposals for development of Parcel 73 (13 acres approved for 208 units ) in the University Center Urban Renewal Project under t he FHA 22ld(3 ) program. I could not help but be tremendously impr esse d ( as I believe were all others who witnessed these presentations ) wit h the quality of design ; extent of consideration given to maximum benefit to be deri ved from the development by its future occupants; thoro ughne ss of organizations pulled to-gether to do a creditable pro ject; and the sincerity and enthusiasm of t he participants who would be developing the various proposals. All of the developers have been checked out favorably for reliability and financial ability to carry out t heir proposals . Of the seven proposals presented, six of them would do extreme credit to the City of Atlanta in this or some other appropriate location. An eighth proposal, made by R. C. Cunningham II of Okl ahoma City, was rejected on a techni cality because his initial submital did not contain a le gal document "Developers' Proposal" called for in the bid invitation. Apparently this proposal, if developed, would also" do credit to the City. Since all of these proposals were for 22ld(3) developments and onl y one of them can be accepted, it would be a tremendous boon to our low-cost housing program if the developers who are not selected for the University Center project could be pursuaded to carry out their proposed deve l opment in some other location in the City. As soon as the selection has been made and the successful bidder notified, I propose to contact the unsuccessful bidders and make this suggestion to them. Howe ver, by an d l arge, these change s would be r el ativel y s impl e and should be e asy to make. The important factors are des i gn, administrative preparation , organization, and financial support, which shoul d not change mat erially , even i f the proposed devel opments were made on ot he r sites. This matter has been discusse d briefl y wi t h Mr . Frank Etheri dge, Commissioner of t he Housi ng Author ity and Mr . T. M. Al exander, Sr . of t he Bett er Housing Commission. I sugge st that t he City exercise ever y reasonabl e ef f or t to make s uitable locati ons (15-20 acre s t r acts) available as soon as p os si ble fo r the s e prospe ct i ve developers who desire same f or carrying out their pr oposal s and that t he Housi ng Re s ources Commit t ee and t he City Admini s trati on l end spe cial support to t he accompli shment of t his un dertaking . Too much t ime , effor t and money has alre ady gone i nto developing t he se prop os als to have them go to was t e , particularl y since we are so deepl y commi t ted to producti on of such a large quantity of l ow and medi um cos t hous ing unit s in t he City.
