A special meeting of the Board of Aldermen has been called for J:00 P .M. - May in the Aldermanic Chamber, second floor of the City Hall to enable you and others who are interested and have been working with the City's acceller at ed program for construction of low and medium cost ho using to meet with the City's elected officials and members of the Housing Resources Commit t ee to share with us your comments on some of your experiences in this f ield and to offer constructive suggesti ons for i ncreased progre ss in the program. Your close pr actical association with probl ems i n this field is appreciated and should provide a basi s f or very worthwhile and valuable connnents and suggestions for improving the program. In order to provide each person an oppor tunity to spe ak and still not drag t he meeting out too long, we s ugge st t hat each spe aker condense his comments to t hree (3) min utes, unl ess of course several wish to be represente d by one spe aker , in which case the t ime would be increased accordingly. An article by Al ex Coffin in t he Atl anta Constitution, April 17, stated that 25% of t lanta is in vac&nt lots . If this be true, our most available resource for low- cos t housing, both public and privat e, is on scatte red sites . Incidentally such procedure would create a miniJnurr. of neighborhood objec t ion and p olitical difficulty. Both private developers and the Housing Authority shou.ld be called upon to purs ue thi s principle to the maximum . ~ ~ 5 The Housing Code i nspec t ions on Boulevard have p roduced off ers for s:le by owners of at l east 103 units . ~ 6. ~fo ad.:iitional sites under the Public Housing l easing p rogram h ave bee n acquired since previ01;.s \\.~ '\}Y, j ousing Resources Cor.m1j_tt ee report of February 20 . It appears to.at most of the tii--ne of the Housin g Authorj_ty repr e sentative ~ assigr.ed to leasing is taken un in p rocessing individual tenant lease s for ~ occupaccy of t he l eased units r ather than devoting the main effort to ~ ~sec8.ring leases for additional units . The leasing of additional projects '\:§.· for Pub lic Housing should be pushed. -- ............ ·------ - - - �- 3 - 7. Although rehabilitation of sub - standar d dwelling units does not pro- vide addit ional housi ng (and s uch i s not included in Housing Resources Com., i t tee tabulati on totals of prospective housing uni ts), still U is feat ur e adds, aterially to the available r esources of stan dard housing and t ends to r educe t he requirement f or new housing. Consequentl y it is desirable :or t he Housing Resources Commi t tee to have cur r ent i nfor mation on the extent of r ehabilitat ion and principal areas involved. This information is contained in routine mont hly r eports of activities of .t he Housing Code Di vision and has been requested several times, but has not been r e ce i ved si nce January and only partial information was provided for December and Januc.ry. There appears to be no logical reason why copies of the Housing Code Division 1 s montcl y reports should not be made avai l abl e to the Housing Re sources Committee . 8. Altho~gh some of the di ff i culties confronting the low- cost housi ng progr ~~ may be beyond the ability of the City, however the o~tcome of zoning petition number Z-67-JJG (denial of r ezoning from M- 1 t o A-1) i s t ypic al of situations over whi ch the City doe s have control and Hhere r ezoning may have to be accomplished i n order t o provide ampl e locations f or development of low- cost housing . 9. / iJ\ Renewal Project which have not been sold for 221 development . ?2100 each . In order to enco urage development of t hese lots, reco:~rnend t':1.at pr ice reduc tions be made f or multipl e purchases, as shown on the ~ ½ ~ Minimum prices have been establi she d on all of the s e lots, ranging f rom $900 t o \\ /\f?\ Ther e are s t ill 157 singl e f amily lots in the Thomasville Urban ~tached card and that publicity be given t o t hat effect . our FHA consultant , concurs with this prLviciple . These include 337 2 units in the Reasonably Firm category 4 2 37 units , Probable 2489 unit s, Be ing Considered 13 92 units, Doubtf ul Total 11,4 9 0 units Proposed This includes 1140 Public Housing units under construction and i n planning, plu~ 144 units which are be ing leased as Public Hous ing , In addi tion, 1654 existing units have been re habilitat ed since Oc ~ober, 1966, ,',Qf this number, 1322 units are estimated to be availabl e during 1967 (357 8 s hort of goal ), a nd 51 33 uni ts a r e est i mated t o be available during 1 968 ( 233 above goal). Total 2. 6455 unit s in sight ( 3345 short of combi ned goals for both years ) . The Housing Resour ces Committ ee , c onstitut ed for the purpos e of promoting and ass i st ing in development of l ow and medium cos t housing , held it s organi za tional mee tmng at City Hall , on February 14 a nd is now funct ioning wit h 4 5 of it s 4 8 members assi gned to panel s s pec ializing i n t he following f i elds : Legal Construct i on and Desggn Financing Non Profi t funds Public Housing 3. Land Acquisit i on and Rehabilit at i on Soc i al Problems Bus iness Parti cipat i on Publ ic Informat ion I n addition t o Mr. Alexander as Chairman , Dr. Sanford S, Atwood , President of Emory University, and Dr, Benjamin E. Mays, President of Morehouse College, are Co-Chairmen. 4. Mr, Wm, W, Gat es , former Chief Unde rwrit er for FHA in At lanta, serves as Special Adviser to the Hoi1sing Resources Committee and will be a vailable, by appointment, in the Committee off ice, Room 1204 City Hall, to advise and assist Developers and Builders interested in FHA programs, 5. Malcolm D. Jones, Supervisor of Inspection Services , Building Department, is as City staff member and Director of the Committee, He acquaints Developers and Builders with the program and assists them by coordinating with City Departments and other agencies when needed.   • Text: HOUSING RESOURCES COHMITIKE Room 1204, Cit y Hall July 6, 1967 The Executive Group of the Housing Resourc s Committ ~e of the City of Atlanta, Georgia t his date unanimously adopted a motion t hat the Committee prepare a memo;rial for us by ~..ayor Ivan Allen Jr . in connection with his s cheduled testimony, Thursday, July 13, befor the Senat e Avpropriations Cotmr.d.ttee, pointing out the need for, and this Committee 1s support of, reinstatement of the Rent Suppl ement program . Atlanta is now promoti ng an accelerated five- year program for construction of 16, Boo low- cost housing units by the end of 1971, in order to provid dee nt, safe and sanitary housing for all of its citi zens Of this amount., 9, 800 units are needed during 1967 and 1968. · The City has planned strongly on the Rent Supplement program to suppl ment Public Housing for f lies in th lowest income br ckets . Without it our Public Hou ing requir nts will have to b substantially increased. 1he R nt Supple nt program stimulat a Private Enterprise in producing the ne ded housing units, provides a wider field 1n both design and location, ~ell as broad r economic mix, than conventional Public Housing developments . Sup p o rt of the NAA C P po s i tion by the Intergroup Re l ati ons Section of the Regional Offi c e of HUD, with apparentl y the backing of HUD at the Washingtonll e v el. 4. FHA reluctance to approve l o cations which they consider might offer competition to development of Rockdale; also constant and extreme conservatism against over building in any area until each development is actually tested as to marketability; plus the overflow effect of the difficulty explained in Z and 3 above, although no directive to that effect appears to have yet actually reached the local FHA of£ice. �• · - - -··- - -...... 1............ , . . . . . . . . ., ••.• •••• , ...1 I Mr. Sweat Page Two April 21, 1967 5. Neighborhood resistance by home owners, generally to apartments going anywhere near them. 6. Reluctance of the Board of Aldermen to rezone suitable areas because of neighborhood objections. 7. Reluctance of the Planning Department to recommend rezoning of necessary areas because of inconsistency with previously adopted plans in most areas. 8. Difficulty in keeping developers interested in view of the combination of the above listed problems. 9.
