by our Commission to the improvement of the physical environment of
Atlanta lies in its becoming informed on what has been done, and
what is contemplated or being studied which would affect that
environment,
Yourspresentation, to our Commission, of your proposed
concepts of the improvement of certain specific areas, as developed
for the Atlanta Beautiful Committee of the Atlanta Women's Chamber
of Commerce, was received by all members of the Commission with beth

Cast of the Semitic Storm God, Hadad
This cast was ordered from the former Royal Museum of Berlin,
February 20, 1895, where the original is housed, by the U. S. National
Museum for exhibition at the Atlenta Exposition, 1895.
This statue of Hadad, the Semitic storm god, was found at a site
known as Jerjin, which is located near Zinjirli, in northern Sexie:

The statue was found exposed on the surface of the mound in 3 large
parts: 1. the shoulder and lower face, 2. the upper head and cap,
and 3. the cylindrical-shaped, inscribed body. The statue is of fine
grain dolerite. Its present height is 11’ with base, but its original
height mist have been about 13'. The forearms were not found, but the
hands probably held objects which were divine attributes of Hadad. The
statue dates from the 9th-8th century B C.
This is one of the largest pieces of North Syrian sculpture and
reflects the influence of two cultural areas, Asia Minur and Mesopotamia.
It is eo blending of the Hittite art form with the art form of Mesopotamie.

to the National Geographic Society to duplicate five replicas of an

placed appropriately. Am 1 wrong in assuming that he doesn't
mean they will give the original to Atlanta?
Be it the original or reproduction, we would still like to pursue,
it. Ido know, however, that the Atlanta Art Association will a
accept anything but originals.

tentative approval for this piece of sculpture to be given to Atlanta -if Atlanta shows a definite interest . You know the people to s ee, but
perhaps our illustrious Mayor Ivan would be a good start. We have completed
the plastic cast which will soon be placed on exhibit and the "original"
plaster cast is in excellent condition. Please l et me know the response
you receive soon for I believe we should act rapidly.
Give my love to David and tell him I appreciat e hi s Happy Sons Day.

Dear Mrs. Moses:
Dorothy asked that I contact you directly to save time. The
original Hadad may be in East Berlin. From the original, a plaster
reproduction was made for the Atlanta Exposition of 1895. At the
termination of the Exposition the sculpture was brought to Washington,
D. C. and has most recently been on exhibit in the Museum of Natural
History, Washington, D.C.
Included in our moderization program at the Smithsonian is a
new "Hall of Classical Archeology". Hadad was to be displayed in an
area where the public could come into contact with the sculpture and
we were fearful of vandalism. To avoid vandalism we made a duplicate of
our plaster reproduction using strong, durable fib re-glass reinforced
plastic. It is the plastic reproduction which we will use -- leavi ng
the plaster reproduction for a possib le home in Atlanta.
Some additional information that i s interesting is--to our knowledge
there is no other reproduction and the original Hadad, housed in the
Old Berlin Museum, now in Communist Germany, is believed to have been
destroyed during World War II.
Communicating face to face can be less than adequate and l etters---but I hope this clarifies "original".

Dear Tom:
Since you were present at the June 2 meeting of the Atlanta
Civic Design Commission (where you introduced Mr. Harder of the
A,R.M.P.C.) you will possibly recall the matter of the plastic
reproduction of the statue of Hadad, a Semitic storm god, which has
been offered by the Smithsonian Institute to the City of Atlanta,
and concerning the acceptance of which the opinion of our Commission
was requested.
You will also recall that the Commission was unwilling to
express such an opinion without additional knowledge of further
details of this gift, and that it was hoped that one or more members
would shortly visit Washington, where they could see the statue and
report back on their impressions,
Unfortunately, no members got to Washington as anticipated,
and the Commission is still unwilling to commit itself "sight unseen."
I am therefore requesting that you, as a former officer and member
of the Atlanta Civic Design Commission, being now located in Washing-
ten, make occasion to visit the Smithsonian, see the proposed gift,
and let us know of your opinion regarding its value to this City, as
well as any additional information concerning it that you might acquire.
Enclosed as background (since certainly you won't recall all
the details) are copies of certain earlier correspondence concerning
Hadad. These will at least provide an opening point of inquiry at
Smithsonian,

This design criteria is a guide by which the Atlanta Civic Design Commission
can objectively and analytically review the urban design merits of a
proposed architectural project.

ATLANTA CIVIC DESIGN COMMISSION
JULY 14, 1966
The regular meeting of the Atlanta Civic Design Commission was
held Thursday, July 14, at 2 p.m., in Committee Room #4, City Hall, with
the following members present: Chairman Sam'1l I. Cooper, Vice-Chairman
Joseph H, Perrin, Mrs, Alvin M. Ferst, Secretary; Messrs, Paul Muldawer,
Harry J. Baldwin, Julian Harris, W. L. Calloway, H. King McCain, and Mrs,
Edith Henderson. Guests were: Mr. Eric Harkness, City Planning Depart~
ment; Mr. James P. Hudson, Planners & Engineers Collaborative; and Mr.
S. Jarvin Levison, Atty.
Minutes of the June 16 meeting were approved,
Chairman Cooper presented a copy of the form letter to be sent
to architects acknowledging receipt of their submissions to be reviewed
by A.C.D.C., a copy of which will also be sent to the City Building
Inspector. A roster has been set up to record submissions, architects
submitting, dates reviewed, etc.
Chairman Cooper reported on the AIA Convention he attended in July
in Denver. He expressed his views of Denver in general, commenting on
the use of bridges connecting buildings; rounded curbs at street corners;
and particularly, the cleanliness of the City.
Mr. Muldawer presented and reviewed the design criteria and report
of the Architectural Committee of A.C.D.C. (Copies attached)
The possibility of an ordinance regarding over-hanging street
Signs was discussed, Mr. Harris was requested to bring any data he may
have on the subject to the August 11 meeting, at which time the chairman
Will appoint a committee to work with the City Planning Department in
drafting a proposed sign ordinance.
The following motions were approved:
(1) A.C.D.C. members will go to the City Planning Department at the
July 28 meeting for acquisition of knowledge and background of
the department, what they are working on, etc.
(2) A.C.D.C. members will go to the Metropolitan Planning Department
in the Glenn Building at the August 25 meeting, if agreeable with
ARMPC.
Working drawings for the following submissions were reviewed
by AvO.D.C.
(a) Addition to Lakewood Heights Elementary School - Cunningham &
Forehand, Architects
(b) Addition to Gideons Elementary School - Cunningham & Forehand, Arch.
(c) Mozley Park Recreation Center - Dale & Smith, Arch.
Letters will be sent to the architects thanking them for their
submissions, Letters to be sent to Atlanta School Board and Parks Dept.
with A.C.D.C, comments and/or recommendations regarding submitted plans
will be drafted by the chairman and presented at the next meeting.

A PRECEDENT FOR FUTURE COMPARABLE DEVELOPMENT."
Mr. Perrin presented the report of the meeting of Committee (b)
regarding Capitol Park and "percentage for allied art." Copy of the
minutes of the meeting are attached.
Motion was approved changing A.C.D.C. quorum from 9 to 8.
The meeting was adjourned by Chairman Cooper at 5:35 p.m.

The Commission discussed the possibility of promoting the develop -
ment of the "old City" area under the ·Alabama Street viaduct.

of its time, energy, and personnel to the development of statistics,
zoning, population densities, and of other factual data dealing with th a
City of Atlanta, and is not projecting any actual broad physical plannin c :
either for the City as a whole,
or for certain major areas thereof, such
as the central business district.
While this reaction indicated no criticism of the Planning Department, which obviously has neither the personnel nor the money to make
such personnel available, yet the A.C.D.C. does feel that such broad
planning should be undertaken, particularly in terms of the central down town area, and hopes that means can be found to initiate such comprehen sive considerations.
The meeting was adjourned at 5 p.m.

Letter from Mr. Jack Delius regarding the Mozley Park Recreation
Center.
(e)
Letter from Mr . Eric Harkness dated August 3, 1966, stating that
Urban Beautification is progressing and also requesting a committee
be set up to work with him on this proje ct and attaching a list of
objectives.
This letter was passed ar ound to all members present
for their review.
Regarding the above letter and request for a committee, Chairman
Cooper suggested that Mr. John Gould be appointed as the Commission's
official contact with Mr. Harkness.

The Commission discussed the availability of funds from the Fede ra l
Government for projects.
It was brou g ht out that while the City of Atlanta
did not have any funds and could not partici p ate in this pro g ra m,
they would
act as an agent for the Commission and mak e application to the Federal
Government for funds.
It was asked at this point if funds could be obtained
from private enterprise to begin a project, if this would in any way
jeopardize the application to the Federal Government.
Chairman Cooper
stated that the Commission was not q ualified to answer this question.
An
effort would be made to have an opinion rendered on this matter.
The Commission discussed the feasibility of having a sc a le model of
the do wntown area made.
It was unanimously agreed this w ould give a better
per spective as to what could be done in a given area and wh a t
would be whe n fi ni shed .

appointed a three man committee consisting of Mr. Perrin, Mr. Cooper, and
Mr. Portman as chairman.
The subject of the Gulf Oil trian g le at the intersection of the
Peachtree's was discussed and Mr. Portman provided to the Commission certain
information which was of definite interest to the members.
Members of the Commission revie wed the pla ns of the Simpson-Hightower
High School.
Plans f or the next meeting were discu s sed a s
t he Commission had an
appointment to meet at the Metropolitan Plannin g Commission with Mr. Glenn
Bennett .
However, due to the expected absence of several of the members,
Chairman Cooper was asked to contact Mr . Bennett and try to postpone their

AUGUST 25, 1966
The regular meeting of the Atlanta Civic Design Commission was held
Thursday, August 25, at 2 p,m,, in Committee Room #4, City Hall, with the
following members present: MWessrs. Sam'l I, Cooper, Chairman; Harry J.
Baldwin, J. Ben Moore, James H. Dodd and Paul Muldawer.
The minutes of the August 11 meeting were approved,
Chairman Cooper read the following:
(a) Letter to Mr. Eric Harkness in reply to his letters of August 3
and 16, re the Urban Beautification Program.
(b) Letter from lir. John Gould, explaining his absence at the August 25
and September 8 meetings. Mr. Gould also accepted his appointment
as the Commission's official contact with Mr. Harkness on the
Beautification Program.
Chairman Cooper announced that on September 8 the Commission will
meet with Metropolitan Planning Commission in the Glenn Building at 2 p.m.
The Vest End Urban Renewal Project was discussed. As the Commission
may be asked to review this project, Mr. Moore suggested that it might be
well to ask Mr. Edgar E. Schukraft to meet with the Commission. Chairman
Cooper requested Mr. Moore to contact Mr, Schukraft and invite him to the
September 22 meeting.
Chairman Cooper related his telephone conversation with Mr. Portman
regarding the scale model of the downtown area. A model of San Francisco,
showing a 5=block area done at a scale of 50 feet-1", and which cost 418,000
may possibly be shipped East for the Commission to see,
Chairman Cooper stated that he has been contacted by an unmentioned
party who proposed a future dinner, possibly at the Marriott, to be spon-
sored by A.C.D.C., at which there would be brought in for talks certain
nationally renowned architects, city designers, etc. At said dinner,
certain department heads, Mayor Allen and the Board of Aldermen, and other
interested parties would be invited, and the suggester would pick up the
tab. The chairman requested the Commission to form an opinion as to
whether this would be beneficial to the City and A.C.D.C. Whereupon the
motion was made and carried approving the general idea, and the following
committee das aupoiwied to discuss details for definite outline of the
proposal and bring before the Commission:

and Mrs. Edith Henderson. Guests were: Messrs. Edgar E. Schukraft and
Eric Harkness.
Minutes of the September 8 meeting were approved.
Chairman Cooper read to the Commission correspondence between Mr.
Frank G. Ethridge and Mayor Ivan Allen regarding a commemorative in Atlanta
to the Honorable Dean Rusk, Secretary of State. Mayor Allen referred this
matter to ACDC with the request that it render a decision as to a proper
location for the proposed commemorative.
The Chairman read a letter from the Citizens Advisory Committee for
Urban Renewal regarding its third quarterly meeting, and gave a brief
.mmary of the meeting of the Urban Beautification Program which he attended
on September 15.
Mr. John Gould, ACDC's official contact with the Planning Department
on the Urban Beautification Program related his meeting with Mr. Eric
Harkness for a progress report of the Beautification Program. With the
concurrence of the Commission, Mr. Gould stated he will invite Mr. Ellsworth
Doresky, Community Planner with the Housing and Urban Development, to meet
with the Commission,
A report was given by Mr. Muldawer, chairman of the committee
handling the development of the "old city" area under Alabama Street
and hereafter referred to as the "Terminus Committee." He stated that
Mr. Eric Harkness had found no problems that would effect the underground |
development as far as the City is concerned. Mr. Muldawer further stated
that after discussing this proposed development with Mr. Reese Cleghorn
of the Atlanta Journal, the latter had written an editorial on the "under
ground city", which was published in the Journal on September 21 This
article was passed around to members present for their review. Mr. Muldawer
stated that he had on this date received several telephone calls in favor
of the idea. Mr. Perrin stated that he would like to see this developed
By private enterprise, if possible, and feels that Mr. Jim Townsend should
be pursued for sketches to arouse public interest. Messrs. Muldawer and
Perrin will arrange to meet with Messrs. Townsend and Daniel of the Atlanta
Magazine for said sketches.
In pursuance with the Mayor's request, the Commission discussed
possible locations for the Dean Rusk commemorative. It was brought out
that since Mr. Rusk had attended the Lee Street Elementary School and
Boys High, these sites might tie in for a possible location. Dedicating
the "Ugly Triangle" to Mr. Rusk was also suggested. The Chairman was re-
quested to write the Mayor on behalf of ACDC favorably to the commemorative,
but without committing itself to a location at the present time.

area of the West End Renewal Project, was disc ussed. Such a site for
a Rusk memorial might well be on the mall itself of the proposed

My dear Mayor Allen:
Recently you referred the letter written you on September 8 by Mr. Frank
G. Ethridge, and your reply thereto, to the Atlanta Civic Design Commis-
sion for recommendations concerning the proposal, suggested by Mr.
Ethridge, of a commemorative memorial to the Honorable Dean Rusk, U. S.
Secretary of State.
At its meeting of September 22, the Commission reviewed the correspondence
sent it, and concurred in the following statements:

That it looks with favor on the suggestion offered by Mr. Ethridge,
and feels that a local memorial to such a worthy and prominent
Georgian would be of definite civic interest and benefit;
That as yet the Commission is not prepared to recommend either a
specific type of memorial, nor an exact location for same. (In this
connection, the naming of either "Capitol Plaza" Park, or the so-
called "Ugly Triangle" at Spring Street and Carnegie Way, for Mr.
Rusk was proposed. Also some prominent and focal site adjacent to
the present location of the Lee Street School, which Mr. Rusk formerly

Mr. Muldawer, chairman, stated that three (3) submissions have been
received.
He will review and report at the next Commission meeting.

Mr. Perrin, chairman, stated he gave a report to the Commission
r e cently on the Capitol Square Plaza, and has no continued reference.
Committee handling "allocation of percentage of construction costs to
allied art"
I,'. r. Perrin, chairman, reported that the eommittee is in agreement that
an allocation of percentage for art is a good idea.
They have done
research and have found many cities which have a percentage for art,
and thes e cities, w ith one exception, are in favor of Atlanta having
such a program.
He further stated that the committee has not deter-
mined what the percentage will be, but will try to bring a proposal
for percentage in writing to the next meeting.

with the proposal that a memorial in Capito l Park be dedicated to
Mr . Rusk.

Park, which i s across from Boys High, which Mr. Rusk also attended.

to consider a Rusk memorial in the sh oppi n g center mall which will

REPORTS OF OFFICERS:

(3) Read draft of letter to be sent to the Board of Aldermen, pending
approval of the Commission, re amendment to original ordinance.
Mr. Perrin's motion to adopt the letter as written was carried,
Announced that Mr, Ellsworth Doresky, Community Planner for
Housing and Urban Development, will meet with the Commission on
October 27
(S) Reprint of "West End Story" from the Atlanta Magazine was passed
around to members present for their review

UNFINISHED BUSINESS;
In pursuance with the Mayor's request for the Commission to render an
opinion as to an appropriate location for a commemorative for the Honorable
Dean Rusk, Secretary of State, the following suggestions and/or opinions
were offered:
(1) Renaming the Lee Street Elementary Sehool, which Mr. Rusk attended,

Rusk School,"
(2) Mr. Perrin suggested that the Capitol Park committee be approached
with the proposal that a memorial in Capitol Park be dedicated to
Mr. Rusk,
(3) Mr. McCain suggested that a permanent sculpture be placed in Piedmont
Park, which is across from Boys High, which Mr. Rusk also attended,
(h) Mr. Baldwin stated he is in sympathy with the suggestion of Mr. Edgar
Schukraft who met with the Commission on September 22 and urged it
to consider a Rusk memorial in the shopping center mall which will
be erected on the old Lee Street School site, Mr. Baldwin feels such
a commemorative would help lift up part of the West End area. He
also feels that renaming the school would accomplish the same thing.
(5) Mr. Moore was requested to approach Mr. Schukraft to see what his
reaction would be if the Commission should recommend renaming the
Lee Street School for Mr, Rusk, rather than a memorial in the shopping
center mall,
NEW BUSINESS:
Mr. Perrin stated that the City Planning Department is doing a study
of rehabilitation at Piedmont Park, and he proposed the following recom-
mendation to the Planning Department for study:
"That plans for rehabilitating Piedmont Park include appropriate
bandshell or basic stage facilities; as many political rallies, high
school bands, youth concerts, Band of Atlanta concerts, Atlanta Arts
Festival, and other major events are held there which add to the
cultural development of the City."
Chairman Cooper was requested to draft such a letter to Mr. Eric Harkness
of the Planning Department.
Mr. Baldwin stated that Mr. Dan Kay was employed by the City to make
studies of a performing art center in Piedmont Park. This study is owned
by the City and includes beautiful sketches, which should contribute to
future studies. Mrs. Ferst suggested that the Commission seek from Mr.
Harkness further information on this subject, and whether it is proposed
to implement it through the Urban Renewal Program.
Mr. Calloway brought up the matter of the small parcels of land left
throughout the City by the Highway and Urban Renewal Programs. The Commis-
sion discussed the feasibility of the City acquiring these sites for the
*--oloanment of small parks,
An ensuing discussion was held during which members agreed that ACDC
should help instigate proposed developments with which it is concerned,
rather than be informed at a later stage of development. In order to
involve more people concerned about environment, and get. their support
of our program, Mr. Muldawer made the following recommendation, which was
approved:
(1) To list the important civic groups, garden clubs, and any appropriate
group concerned;
(2) Invite these people to a meeting and tell what our Commission does;
ask them to appoint a committee in their organization to receive,
discuss and support our program, and get their own proposals;
(3) Continue this type communication with all these groups to establish
a basis for communication,

program for communication:

The motion was made and approved to omit the November 2h meeting
of ACDC.
Mr. Baldwin stated that he has noticed maybe 30-50 new buildings
being constructed in the central business district, and is amazed how the
Commission is bypassed and taken so lightly what is supposed to be legal.
He feels that legally AC'C should stop the issuance of building permits
prior to the project being reviewed by the Commission, and that the City
Attorney should be contacted to take such action.
Mr. Cooper stated that he recommended postponement of going to the
City Attorney, but he would see Mr. Wofford, Buiitding Inspector, next
Thursday morning and ask him why and what is happening.
Mr. Muldawer was requested to announce at the next A,I.A, meeting
that the new amendment to the ordinance as requested, will require that
preliminaries be submitted for review by the Commission, in accordance with
the letter mailed in June to all local architectural offices,

While the idea is intriguing
and does indeed have merit,
I think we must also consider
the present and future needs
of Atlantans, especially in
the field of transportation. An
essential element of the plan
for r apid transit for the metropolitan Atlanta area is the
downtown T r a n s i t Center
where th e :North-South and
E ast-West Lines would cross,
one over the other, and allow
passengers to transfer between Jines. The only feasible
location for Transit Center is
in the a r e a referred to as
"underground At I ant a" or
"the railroad gulch." At the
present time engineers for the
Metropolitan Atlanta R a pi d
Transit Authority are conducting an active and detailed
study of the area, which tepresents possibilities for the
saving of hundreds of millions
of dollars in construction of
subways nd Transit Center.
In addition, th e proposed
1967 program of MART.A includes a corridor imp a ct
study, which will b ·ing into
perspective all of the Jongrange plans of the metropolitan area,· including those
plans for schools and colleges,
streets and highways, urban
renewal, urban design, land
use and zoning, a n d public
and private development programs. The course of this
study will very definitely involve lengthy discussions with
the Civic Design Commission
and Paul Muldawer, looking
toward the development of the
old streets for the best possible service to all of Atlanta
and its surroundings and citizens.
By closely coordinating all
our efforts, we can achieve
the best combination of historical restoration, entertain- .
ment, tourism, and efficient
transportation.

The Editors: I read with in-
terest Reese Cleghorn’s col-
umn of September 21 on the 18 SEPTEMBER 27, 1966

of “underground Atlanta” in
the lower Wall Sireet-Alabama
Street area.
While the idea is intriguing
and does indeed have merit,
I think we must also consider
the present and future needs
of Atlantans, especially in
the field of transportation. An
essential element of the plan
for rapid transit for the metro-
politan Ailanta area is the
downtown Transit Center
where the North-South and
East-West Lines would cross,
one over the other, and allow
passengers to transfer be-
tween lines. The only feasible
location for Transit Center is
in the area referred to as
“underground Atlanta” or
“the railroad gulch.” At the
present time engineers for the
Metropolitan Atlanta Rapid
Transit Authority are conduct-
ing an active and detailed
study of the area, which rep-
resents possibilities for the
saving of hundreds of millions
of dollars in construction of
subways and Transit Center.
In addition, the proposed
1967 program of MARTA in-
cludes a corridor impact
study, which will bring into
perspective all of the long-
range plans of the metrapoli-
tan area, including those
plans for schools and colleges,
streets and highways, urban
renewal, urban design, land
use and zoning, and public
and private development pro-
grams. The course of this
study will very definitely in-
volve lengthy discussions with
the Civic Design Commission
and Paul Muldawer, looking
toward the development of the
old streets for the best pos-
sible service to all of Atlanta
and its surroundings and citi-
zens.
By closely coordinating all
our efforts, we can achieve
the best combination of his-
torical restoration, entertain- .
ment, tourism, and efficient
transportation.
