Dear Mr. Farris:

Let me extend my appreciation to you and the members of your
Committee for the opportunity to present the 1970 Budget
Proposal for the Atlanta Urban Corps. Hopefully, the Proposal
is detailed enough to give a concise picture of the needs of
the Program next year. Because of the necessity of making a
brief presentation, I fear many of the important facts about
the Corps were not voiced. I believe these several points
will make the amount we are requesting more reasonable from a
return-on-investment viewpoint.

(1) The Urban Corps provides an abundant manpower
source that has been overlooked. The majority
of the students involved are in the upper level
in college or in graduate or professional school.

(2) The jobs the students perform are all existing
jobs that have been left undone due to a lack
of manpower, and with the creative cooperation
between the Urban Corps and City administrators,
many very necessary tasks can be performed by
interns.

(3) According to the figures provided by the Mayor's
Office, the interns will provide 52 man years of
labor at an average cost of $2,690.90. This cost
is extremely low based on the earning power po-
tential of a college graduate or near~graduate.
Alse, it does not include the 17 man years worked
by the proposed staff.

(4) The Urban Corps offers the potential of a manpower
training program for the City by acquainting students
with the possibilities of government employment after
graduation. No one can deny that with only 125 of
approximately &,000 City employees (excluding the
Board of Bducation and the Library) having coll
