MINUTES
ATLANTA CIVIC DESIGN COiMISSION
JUNE 22, 1967

The regular meeting of the Atlanta Civic Design Commission was held Thursday,
June 22, at 2 p.m., in Committce Room 4, City Hall, with the following
members present:

Joseph S. Perrin, Chairman Franklin M. Garrett
Paul Muldawer, Vice-Chairman Julian Harris

Mrs. Alvin M, Ferst, Secretary Mrs. Edith Henderson
Samuel I, Cooper H. King McCain

Janes H. Dodd J, Ben Moore

Minutes of the June 8 meeting were approved.

CHAIRMaAN'S REPORT:



Mr. Perrin reported on the following correspondence:

Li Letter of 6/15 to the Mayor of Birmingham expressing ACDC congratula-
tions on Birmingham's new civic center

2% Letter of 6/22 to Sam Massell expressing ACDC stand on the real estate
"for sale" sign matter

3 Letters to those who made presentations in favor of the urban trail
at the Parks & Recreation Committee meeting on June 13

be. Letter of 6/13 from the Municipal Art Commission of Kansas City, with
a report of "Urban Design Studies", Mr. Perrin stated that Kansas City
has a sign ordinance, and that the implementation of the ordinance,
with sketches and notations, are included in the report. He added
that he had answered this correspondence, and stated that ACDC was
glad to share information and asked for a copy of the sign ordinance,
With the concurrence of members, Mr, Perrin stated he will forward to
Kansas City available reports, including the CIP report and ACDC's 1966
report of former chairman Cooper,

S$. Letter to the Atlanta Housing Authority, as drafted by Mr. Dodd, re
ACDC recommendations concerning redevelopment proposals review process,
was presented to the members for their approval before mailing.

Mr. Perrin stated he has restructured the list of committees, as
requested at the last meeting, and presented the proposed committee listing
to the members for their review and approval. It was decided that the new
committee listing be forwarded to members, with a note asking them to list
committees on which they prefer to serve and return same to the office
within one week so that the chairman may compile and appoint committee
chairmen,






Mr. Perrin reported that the new stationary for the Commission is
being prepared,

The chairman expressed a note of thanks to Mrs, Ferst who worked
effectively and hard to provide information and resources re the urban trail
matter, Upon iir. Perrin's request, !irs, Henderson reported on the June 13
meeting of the Parks & Recreation Committee, at which time the aCDC, among
others, had urged the reopening of the urban trail issue. Irs, Henderson
stated that the federal funds for this project had already been withdrawn
before the presentation, and that the matter was dead,

VICE-CHAIRMAN'S REPORT;



Nr. Muldawer extended his personal congratulations to Mrs. Ferst, Mrs.
Henderson and Wr. Perrin for organizing the urban trail presentation for
the Parks & Recreation Committee, and stated that at some future time ACDC
should recommend that Atlanta should design a bike system for the whole
city from one end to the other and ask for funds for that, He further
suggested that the Commission start immediately compiling a list of organi-
zations with which it wants to communicate, and hold a symposium for the
purpose of establishing maximum citizen participation and support of ACDC's
program,

In this re, Mr. Perrin suggested that this matter be postponed until
the next mecting, at whieh time the new committee will be appointed to
handle details, and also that Jack Delius, General Manager of the Parks
Department, be invited to the next mecting for his point of view re bike
trail before further action is taken. Mrs, Ferst further suggested inviting
‘lessrs, Stan Martin and Stan Ayer of the Parks Department. Mr. Muldawcr
concurred,

Mr, Muldawer presented a newspaper article stating that President
Johnson's National Committee on Urban Problems will hold a meeting and
public hearing in Atlanta July 20-21. Mr. Muldawer noted that the group
is charged with making recommendations to improve cities, and he suggested
that ACDC organize a group to make a presentation at this hearing.

Mr. Muldawer added that Savannah has a historical zoning ordinance,
and he suggested that a letter be forwarded to Savannah City Manager
requesting a copy of the ordinance, and that ACNC, with the help of AIA,
urge our local legislature at their next hearing to try to implement his-
torical zoning.

SECRETARY'S REPORT:

Mrs. Ferst stated she concurs with Mr, Muldawer's feeling re the
urgency of relating groups who are interested in ACDC's program, It was
decided that a questionnaire will be mailed to members asking them to
list the names of individuals and organizations with whom we need to
communicate, and return same to Mrs, Ferst.




COMMITTEE REPORTS:

Sanitary Committee



Mrs, Henderson offered the following thoughts concerning trash in
the downtown area: (1) a proposed change in the general time of collection;
and (2) a proposed ordinance that each new building would provide enclosed
area to take care of storage of its own cans, boxes, etc., from which
trucks would gather the material, and that each established building provide
a similar area,

Mrs. Henderson stated she will gather more information and report
in the near future,

"Terminus" Committee



Mr, Garrett stated that he has started contacting parties who are
interested in the underground development. He also has looked over avail-
able maps and records which Central Atlanta Progress has.

UNFINISH3D BUSINESS:



Ordinance for % for Arts

In compliance with the chairman's request, Mr, Harris stated he has
reviewed the proposed ordinance dealing with percentage for arts, and
presented his opinion of the ordinance. Upon Mr. Harris's objection to
the ordinance as is, ir, Perrin pointed out that this particular ordinance
is an example legal structure, and he asked for a vote to decide whether
or not to proceed with the percentage progran.

Ur, iluldawer moved that the ACDC continue with this study, and the
motion carried, Mr. Perrin suggested that the new committee come up with
recommendations and/or objections to the ordinance,

Rapid Transit:



Mr, Perrin stated that members had previously agreed to open for
preliminary discussion what attitude ACDC may have relative to rapid
transit. He raised the following questions for thought; (1) Do we have
facts about influencing the aesthetic role of rapid transit? (2) What can
we do? (3) Are we informed enough about the plans to know what we are
talking about? (4) How can we as a Commission fail to look at this impor-
tant issue so far as design of the city is concerned?

It was the general opinion of members present that the Commission
has a right and obligation to make a statement concerning the implementa-
tion of rapid transit as it refers to the City.




Mr. Muldawer added that Eric Hill Associates is doing an impact
study and hopes to bring their report before the Commission. Mrs, Ferst
Suggested rapid transit as a point in the proposed symposium,
