MINUTES
ATLANTA CIVIC DESIGN COMMISSION
MARCH 9, 1967

The regular meeting of the Atlanta Civic Design Commission was held Thursday,

March 9, at 2 p.m., in Committce Room #4, City Hall, with the following

members present:

Planning"

Museum Corp., re L. P, Grant Home

Letter of 2/23, from Orbie Bostick, resigning from ACDC, and the
chairman's lctter of reply

Copy of lettcr dated 2/28 from Mayor Allen to J.J, Little, Clerk
of the Board of Aldermen, re appointment of members to ACDC

Letter of 3/1, from Robert H,. Jones, re rezoning of land in front
of the Old South Votel on the South Expressway








The Chairman also reported that the following letters have been written or
received by the Commission:

(1) Copy of correspondence between Hon, Sam Massell, Jr., and Mrs. Lucy
R. Aiken, re traffic light installation on Simpson Road

(2) Letter dated 2/13 from Georgia Tech re its inclusion on ACNDC mailing
list

{3) Letter of 2/8 from Dan Sweat, re Model Cities Program

(4) Letter of 2/23 to Federal Reserve Bank, commending design of proposed
park on the former Silvey Bldg. site

(5) Letter of 2/23 to Raymond D. Nasher, requesting early review of

proposed development on property adjacent to the State Capitol

(6) Letter of 2/20 to Hugh Thompson, C&S Bank, re restoration of the
"Terminus" ares of old Atlanta

(7) Letter of 3/2 from M, A, Tucker, Arch., re ACDC recommendations for
proposed office building for Associated Industries of Georgia

(8) Letter of 3/3 to Foy L. Hood, Associated Industrics of Ga., enclosing
copy of minutes of ACDC Feb. 23 mecting

(9) In answer to ACDC letter of Feb. 23 to the Senate Chamber, re rein-
statement of funds for the Ga, Art Commission, letters were reccived
from the following Senators: Steve Knight; James P. Wesberry, Jr.;_
W. Armstrong Smith; Dan I. MacIntyre, III; and Sam P. McGill

ELECTION OF OFFICERS:



Upon nominations made from the floor, the following officers for
ACDC were elected for 1967:

CHAIRMAN - Joseph S. Perrin
VICE-CHAIRMAN - Paul Muldawer

SECRETARY - irs. Alvin Ferst

Mr. Calloway made the motion, which unanimously passed, that the
minutes carry the commendation of the members to Chairman Cooper, in his
suecess in getting the Commission off the ground and in orbit. He further

requested a copy of the motion be sent to proper authorities.








FORREST HILLS DRIVE REZONING:



Mrs. Ferst stated that Erie Harkness had come by the committee room
shortly before the mecting began to request that the Commission render a
statement to the Zoning Committee, regarding plans for a proposed service
station on Forrest Hills Drive, S,W, It was brought out that Mr. Robert H.z
Jones, owner of the Old South Motel on Forrest Hills Drive, had met with
the Commission at its last meeting and voiced his opposition to the rezoning
of the small strip of land adjacent to the South Expressway at Cleveland
Avenue, where the service station is proposed to be built. At that time
the Commission had rendered its recommendations to the Zoning Committee

The members present concurred that although the Commission is not
specifically opposed to this particular proposed design, ACDC should go on
record as holding a position which it feels best for Atlanta, namely that
it is opposed to small strip developments, especially where adjacent to

highways,

Mr. Harris made the motion, which carried, that ACDC go on record
as stating that a development such as this would be detrimental to the City
of Atlanta, This statement, attached to a copy of the memo forwarded to
the Zoning Committee on February 23, was forwarded to the Zoning Committee

during its session,






ARCHITECTURAL REVIEWS:



The following submissions were reviewed and discussed by the

Commission and those architects present for the review;

Womack and Mr. Nahser of the Atlanta Board of Education.

GENERAL DISCUSSION



Re Master Plan for City

Coneerning a master plan for downtown Atlanta, Mr. Portman feels
that some outside group, sueh as Contral Atlanta Progress, Inc., should
sponsor and get behind such a plan. Chairman Cooper commented that it will
take a long time, not to mention a lot of money, to even develope a program
for a plan of future Atlanta, He hopes ACDC will not drop its more immediat~

objeetive of trying to get a flexible model of the downtown area as it now

exists, as-a starting point, He added that $1000 has been obtained from
the City to handle the costs of shipping sample models to and from the
bidding model makers to this city.

Mr. Calloway asked if the members had seen the recently completed
model of the downtown area, loeated in the Glen Building. He stated that
the Community Council is also working on the overall planning concept, and
Suggested it might be eventful to communicate with them as they seem to

know who is interested and where to get funds,

Re Architectural Reviews

Mr. Harris asked if submissions could be reviewed by Mr, Muldawer's
committee at some other time and screened out, so as not to take up so much
time during the meeting.

Mr. Muldawer concurs that as the volume of submissions are increasing,
his committee should review plans at their own eonvenience, bring in their
comments to the meeting, and invite the arehitects to the meeting for
further discussion of those plans which eall for speeial eomment or

recommendations,
AD JOURNMEN T

At the close of the mecting, Mr. Harris expressed the appreeiation
of the members to Chairman Cooper for his time and efforts spent during the
past year. The Chairman said it had been a pleasure to serve as ehairman,
and he looks forward to serving on the committee for the remainder of his
appointed term, He added that he thinks ACDC is off to a good start in one
year, and has a long way yet to go,
