SUBJECT: Summer recreational program — possible Federal
and private assistance

To solidify our thinking on what transpired at the meeting
called by Dan Sweat on April 3, 1967 I am under the follow-

ing impressions,

I will write a proposal for a city-wide "Operation Champ"
program to begin June lst and go through Labor Day. I will
submit this proposal to certain officials at HEW. Their
names will be supplied to me by Dan Sweat or others.

Miss Virginie Carmichael, Director of Recreation, will compile
a comprehensive list of playground equipment and supples she
needs to properly operate the proposed 21 playlots. This list
will be given to the Federal Executive Committee for screening
purposes and hopefully various agencies such as U.S. Forestry
Dept., etc. will come forth with ice chests, shelter halves,
playground epparatus, etc.

& will have my proposal on “Operation Champ" ready by Friday,
April 7, 1967.

For your information, we have already submitted to Mr. Emmerich
several months ago a proposal for the operation of playlots in
Atlanta this summer, Mr. Emmerich hes been supplied «4

lRensive report on the success of last summers playlots as well

as “Operation Champ" program. I will send Mr, Emmerich, shortly,
a proposal on "Operetion Champ” - I could probably make a Xerox
of the proposal to HEW. Both neighborhood playlot and "Operation
Champ" pwoposals are being submitted to EOA eventhough we are
informed that no funds are available. We merely wish to be in a
position to avail ourselves of anything that might materialize at
the last minute.
