Operating Committees. Each committee will
have a chairman. It would be wonderful if
all these committees were active, and not
just the Steering Committee. The Steering
Committee are the Exec. Board members, and

the Vice-Chairmans from each community.

MASS CONVENTION CHARGED -
WITH UNFAIRNESS

Two months ago several residents and I
decided that Model Cities Program infor-
mation was not reaching the Mass of the
people. A measure to bring the information
to the Community was studied, and an agre=
ement was gef afterward a plan was takene

One week before the Convention our
plan called for me to write notices to the
regular attendants, and other residents as
far as my funds would go0e The notices was
asking the people to support me for chair-
man of the Mass Convention. It was antic-
ipated that I would see that information
would surely reach the residentse

Over 1,000 stamps and envelopes, plus
memeo paper was bought, and two secretari-

“es were paid to help get out the notices.

My champaign expenses came out of my pock-
ete But as for as some one clse champaign-
ing, he was assisted and supported by two
Agencies, and City Hall. Personal letters
sealed
and meter stamped for this persone The
explanation first, was that this is fund-
ed to the Cormunity for Citizens Partici-
pation andit was legale That is not truce
Federal funds can not be used for individ-
ual purposes. For residents participation
in the neighborhood only.

Campaign speeches were allowed to be
made from the stage. Even the Model Cities
Director was partisan in making his reports
And, the most important part of all is that
there was not a qorum of residents attend-

one person and not to the others, and
with the assistance from the two Agencies,
and staff,HUD will.besontacted and request=
ed to disqualify the Mass Convention as
the resident representative that speak for
the property owners, residents, and busi-
nessmene All total they amount to only
1/10 of 1 percent of the effected redeve-
lopment planned areae

This is taxation with out representat-
ion, and that is unconstitutional.

MECHANICSVILLE NEIGHBORHOOD
ADVISORY COUNCIL TO MEET
The NAC of Mechanicsville will meet at
the Community Center Wednesday night 7:30
P.M. Mrs» Alyce Nixon is the Chairman.
The purpose of the meeting is to elect
the 11 Operating Committee Chairmen and
get a report from the NAC about the money
that has been spent, and what it was spent

for. Centers address is 389 Bass Ste S.W

SUM-MEC SCENE OF CONGRESSMEN

Five Congressmen from Washington was
in Atlanta Saturday, listening to several
Organizations ask for support in making
funds available when there are bills pre-
sented in the house this terme

Representatives from the E.0-A. many
councils spoke of the programs that they
are associated withe There were volenteers
employees, administrators, and staff. It
was interesting to see workers of one gr-
oup down another group, and all are part=
ies of the same groupe The groups are E.0O.
A Model Gities, and Comprehensive Health.
The same people are apart of cach groupe
One person said that E.0.A was the parents
of Model Cities. 7 ? ? (Editors note; No
wonder the programs are confusede)

Other groups to speak were T.UeF.F.
Vine City Foundation, and Model Neighbor-
hoods Mfg. Model Neighborhoods told how
the Congressmen and the Unions had killed
sotie of the best assistance programs that
ever landed in Washingtone The Labor Dept.
even tried to get O.J.T. funds for the
garment training, but the lolpying and
something else that has not been told
is preventing a lot of unemployed women
out of work, and training possibilities.

President Nixon is advocating Self -
Help, and 2lack Capitalisme When plans
are made that will help M.N.M, with loans
get to become independent, the President
will be the most popular President that
has been in Washington for a long times
