It is regrettable to note that your fair city has been plagued with a riot
es have many others recently.
One of the problems was weil brought out by our lilinois sovernor Serner
when he stated that plice forces are not ample to cope with riot conditions
ana the effectiveness of the Nationel Guard could be aestroyed if members find
themselves patrolling the streets too often.
I have given much thought to the deveiopment of equipment which woula replace
men in riot control and believe 1 have something which Will partiaily aiteviate
the problem. this development does not utilize tranquiiizers which, 1 understand,
is now under consideration by some police departments.
My development, wniie in the embryonic stege, is far enough aiong for discussion
and consideration. In as much as it is my intention to form an orgenization for
the manufacture and assembly of riot control equipment, it is aesirabie that as
many presentations of my idea as possible be made with a view toward getting reactions
to this development.
Should you or any of your associates woo m&éy be interested have occasion to be
in uhicago or vicinity 1 shali be glad to meet with them end explein fully whet i
have in mind and answer eny questions.
Incidentally, the cost of each unit,which would replace many men, would not exceed
that of one mobilization of the National Guard such as was recently necessery in
Uicero, Ill.
