The paper I criticized was by Dr. Fulmer of Georgia Tech. Since I understand from the grapevine that the Mayor's Office had a hand in recommending me to critique the paper, I thought you might like to have a copy. I thought you would be interested in the approach I took even at the risk of not being invited to write further critiques for the State Board of Education.
