Sweat, Jr. Director of Governmental Li aison Re your note for my thoughts on attached explanation of Section 413 "Low and Moderate Income Housing in Residential Ur ban Renewal Ar eas", in. rei)ort of the House Banking and Currency Committee on the "Housing and Ur ban Development Ac t o f 1 9 68", I have had some dif f iculty in understa nding the explanation. This may be partially because of the poor reproduction of page 53. The first word of line 14 of page 53 reads "adequate l y". This is confusing, in v iew of the tenor of the remainde r of the paragraph. I belie v e this wo1·d should read "inadequately". My understanding of the explanation is that whereas, currently i n any Ur ban Renew al P roject to be de v eloped f or predominently r esidential use, at least 20% of the units to be developed must be standa r d and o f low and moderate c ost, whe r eas the proposed amendment r eq uir es that 50% o f the units to be de v eloped in al l Ur ban Renewa l Are as i n a c ommu ni ty must be o f low a nd moderate cost (with at le a st 20% o f them f a l l ing i n the c a t e go r y designed f o r l ow-income fami l i e s ). Th e p r oposed req uirements would not b e r etroactiv e, but woul d a pp ly to f uture Ur ban Rene wal Pr oject s . If Urban Renewal is to accomplish its primary purpose of providing adequate housing for the lowest as well as moderate income families, I do not share Hugh Meilds f eeling that the proposed change would hurt a community or unduly restrict and deprive the Urban Renewal program of the flexibility i t needs. �Mr. Dan E .
