) Kaiser Engineers in association with Battelle Memorial Institute~ Building Systems Development, Inc., General Research Corporation, Organization for Social and Technical Innovation, Real Estate Research Corporation, and Turner Construction Company were recently awa;dcd Contract No. H-1011 by the Department of Housing and Urban Development. Our present task is to review all cities consid e red in the first reports and to r e corrun e nd to th·e D e partment of Housing and Urban D e velopment the cities to be includ e d in the program. Ou:r available time fo-r this review is quite short; a fi e ld team is to vis it e a ch city unde-r consideratior. to inspect available housing sites and to brieil y discuss with you some of the criteria we are using in our ev a luation of cities as potential locations for experimental projects. These criteria are: 1. The need for low-income housing. 2. The commitme nt of the whole city to the p:rovision of housing including all the elements, i. e. labor, industry and d ty governme n t, etc. 3. The commitme nt of the city to reli ev e constraints to pro v iding ho using , 4.
