Bowden as to whether, under the Cooperation Agreement the City would be obligated to provide off site improvements for essential facilities for 'l'urnkey projects ., as it is obligated to do for conventional Public Housing projects? Mr. Bowden has suggested that Hr . Satterfield attempt to determine informally from the Federal people 11hether they will allow inclusion 0£ such off site improvements in the purchase price of Turnkey projects. Mr. tterfield has agreed to discuss this matter with local HU officials and mil advise me of their position.
