FROM: Collier Gl adin SUBJECT: Mode l Citi es Propos al It has occurred t o me that the Federal Government may announce the awarding of a Model Ci ties Planning Grant to Atlanta during the ea rly part o f June, with most offi ci als o f the City o f Atlanta, and particularly the affected dep artmen t heads, knowing little, if any , of the deta ils of the c ity's Hodel Neighborhood prop o sal. Since the whole earted and enthusiastic cooperation of many of the ci ty's department heads wil l be required in co nducting this tremendous and most complex program, I feel that a meeti ng o f department heads should be called f o r the specific pu rp ose of explaining this program to them, prior to it s b eing officially announced by Washing ton . I feel that this meeting should be set f or Tuesday, May 22, or at least no later than Tuesday, May 29 , and that you should convey to t he departme nt heads the importance and magnitude of this program. The Planning Department is willing to dev elop a slide presentation t o help in explaining it to them . Two other matters co ncerning our Mod e l Ci ties Program also deserve attention. One is the possibility o f pro c eeding with the establishment of the Model Neighborhood ·Exe cutive Board which, as you will remen.ber, is the govern ing board for the Mode l -~ighb orhood Program and consists of the Mayor , two aldermen , Chairman o f the Fulton County Coll'mission, President of the Atlanta Board of Education, one rep res ent ative from State Government , appointed by the Governor, and one representat ive from the private sector, app oi nted by the other member s. I f e 1 ~h at it would be wise t o have this Board functioning and apprised o f th e Mo d~ l Neighborhood Program and its dutie s by the t i rne the announceme nt is made of the grant .
