One advantage of a restriction of this sort is that a person watches more television and listens to the radio more. The result in my case was that I heard a great deal more news than I would have otherwise. This came at the time we had the unfortunate incident on Capitol Avenue and Ormond Street, and later Boulevard and North Avenue. In my opinion, you did a great job as Mayor of the City, in keeping the situation under the best possible control. I thought the Police Department also did a fine job. It is impossible for a city to provide the needs of all the unfortunate; but it is not impossible for a city to work toward the improvement of living conditions, and the economic opportunities of its citizens. One of the encouraging things to me that came out of these explosive and delicate moments was your continued recognition of the fact that termination of the demonstrations and the unrest did not mean that the problems which motivated the demonstrators had been solved. It seems to me clear that we should continue to analyze conditions and the causes of racial strife, with the hope that government officials, business leaders , and the leaders of the Negro community will do whatever can be done to eliminate the conditions that gen erate the strife.
