A great deal of time and ef f ort was required during the ear ly years of the Counc il's ex is t ence to place its ope ra t ion s on a firm f oo t ing . I believe that this goal has now been accomplished an d that the Council can continue t o make a worthwhile con tribution to t he dis c h arge by the city government of its responsibilities to t h e citizen s o f Atlanta .
