Al exander, Chairman., presided . Mr . Alexander read t he Housing Resources Committee's 11 White Paper" (copy attached ) and explained t he different divisions of this r eport . He then explained the other do c u!"!lents whi ch were attached . He also st~ted that t here were severa l difficulties in locating renta l housing sites, par tially because of the racial problems in Atlanta, and gave his interpr etation of the May 5, 1967 letter fro m H1}D, pertaining to HUD' s reluctence to approve Public Hous ing sites in racially conc entrated areas . Dr . Vivian Henderson, Land Acquisition Panel, stated t hat this did hot necessarily ho ld true in all cases; t hat he did not think the announced HUD poli cy was intended to app l y to racially integrated projec ts in previously all whit~ neighborhoods . Dr . Henderson also asked about his Panel ' s previous request for a li~t of possible sites for locating low-cost housing . Mr. Jones explained that this has been requested from t~e Planning Department, but not yet prepar ed; however, that he has been provided with a grou~ of Land Lot sheets showing vacant property (with current zoning) in the eastern half of the city; and these locations were being looked into. �Page Two Dr. Henderson SL ges t e d t~a t t h e ne ed for such a list of availa ble si tes be report ed to t h e Board of . ldermen. 0 Mr. Al exander reported that t he P. anni ng Committe e initially prepared a list of s · te s c orn-:-:r:." Mr. Jones sta te d that he knew of only two , or possibly three, of these t hat had been actually approved by H--D . Mr. Alexander stated that one of the rnain proble· ns was that the l and developers could not always use t: e sites because of locations, co sts, and building c odes o Mr. John C. Alexander stat ed that thi s Committee should take act i on one way or another to ge t these problems corre cted before any further subst ant ial deve lopments can be made. Mr. Jones stated that it was th i s ComJittee 's polic y to consider any suitable location that was s ubmitted or proposed and to try to get action based on merits of i ndiv i dual tracts . Alexander expla ined tha t t here is a greater low- rental need i n the city tha n apparently some members of the FHA unde1°wri t i ng staff fe e l justified. Mr . J ones sa i d tha t the problems were n ot being over-p l ayed be cause t here were many problems in t rying t o loc ate l ow-c ost ho using sites . He explained that this waa the purpose of this mee t ing ; t o try t o wor k ou t s ome of these problems . Dr. Hender s on s t a t e d t hat many of the present prob l ems appeared to be wi th the Pla nning Depa rtme nt, a nd t h e y were n ot v ery go od r easons . Mr . Alexander s t a t ed that t he City is striving to get a workable Land Use plan v:hich people feel .t hat they can rely on. Mr. Da le Cla r k , Public Info rma t i on Panel, asked if the Pl a-nni'ng Depart~ent is represented on t his Commi t tee . �Page Thr ee Mr . Mr. Burge asked if it would not b · iea.pful to create a link between the Housing Resour c es Committee and the Planning Department? Mr. Alexander stated that it would a lso be a good idea to create su ch a relationship with the Board of Aldermen. rvr. r. Mr . Burge a sked the reas on given by FHA for its action in connect i on with t he s ites near Magnolia Cemetary, Etheridge Drive, and Gun Club Road. Mr. Alexander refe1°red the qu estion to Mr. Ga t e s for ans wer. Bot ~ the City of At la n t a and the Federal Government have considerab le investment in Rockda l e . Mr. Alexander asked Mr o Jones ~s c._; ive 2 rep ort on possible locat~ons for pre-fa brica ted ~u~~ds in Atlanta. r-tr>. Jo nes stated that there is some cffo!'t to build this type of house in Atlanta, But tha t there is difficulty because of tht At~anta Building Code. This code states that the plumbing, electrical, and heating fixtures be installed on site in Atlanta, and that the pre-fabricated houses come with th2se fixtures and electrical circutes a l ready installed. :owever, thera are plans being ma tlc now fd r soffie sites on which prefab~icated houses could be l oc ated by des~ginating special areas �Page Four where t hi s type of housing c ould be installed o He al so stated that the amount of l and required t o bui ld a house on was too gr~at economically i n Atlanta for t hi s t ype of h ous e, and that there are al s o plans under way to correct this by permit t ing them to be built on a 50 1 x 100 1 lot, or 60 x 83.33 1 (5,000 sq. feet instead of 7,500 sq. feet, Hhich is now requ::.red .) Mr. Alexander stated that· he thought that organizations such as Tech sould organize studies of the housing si tuation in Atlanta, which would be made available to this Committee. He asked Mr . Wi-nn if the Construction and Design Panel were looking into this now? Mr. Robert Winn , Construction and Design Panel, stated that there wi ll be a, meeting of his panel a week fr om next Tuesday to dis cuss this. Mr. J _es inquired if t he preseut meeting time 2nd date for this Commi ttee wa s satisfactory, and the reply was affirma tive. He a l so s ta ted that he had appeared before the Zoning ~o:. ~i ttee on severa l occasions and felt t hat it would carry more infl uence with t hem if th~s Committee co uld t ake definite a ct ion on some areas before he re-appea red. He stated that there were three sites in partic ular coming up for r e -zoning heari ngs soon on which h e. would l rke for t he Committee as a group to i ndorse a nd support, i~ 1. 2. 3o Fairburn Road Jonesboro Road North of Baker's Ferry Road Mro Alexander s t ated that he felt that it was too soon to take any definite act i on on these sites as yet 0 Mr .
