The City of Atlanta clearly desires to develop completely these parks now, but the lack of funds prohibits this accomplishment. · This application concerns only the first phase development of Harper Park and the second and third phases of development of Daniel Stanton Park. The first phase development of Daniel Stanton Park was accomplished without Federal assistance.
